The partnership agreement between delegations, interactions between institutions and the exchange of experiences in areas of common interest will be put in place. In addition, all disputes arising from the interpretation, requests or implementation of a provision of the agreement are settled amicably through consultations or negotiations between the two countries. The agreement also stipulates that both parties will ensure that financial resources are available to support trade and activities prior to their engagement. The agreement does not create any binding obligations between the two countries. The two countries also created a forum for leaders to strengthen cooperative federalism, Foreign Minister S Jaishankar said. "An agreement has also been signed on the relationship between the sister states and the sister city." In order to promote their willingness to encourage closer engagement in the areas of public policy, education, health, science and technology, tourism and culture, the two countries not only agreed to establish relationships with partner cities, but also expressed their intention to put in place mechanisms to implement them. Three other Indian cities will have sister cities in China and provincial connections will be established between Karnataka and Sichuan. It was one of 24 agreements signed this morning between India and China during Prime Minister Narendra Modi`s three-day inaugural visit. In this context, the two countries also agreed to maintain regular contacts between the designated authorities of both parties in order to promote the initiative. After high-level discussions between Prime Minister Dr. Manmohan Singh and his Chinese counterpart, Li Keqiang, the two countries agreed on Wednesday to establish sister-city relations between Delhi-Beijing, Bengaluru-Chengdu and Kolkata-Kunming in order to maintain relations between the people. During President Xi Jinping`s visit to India in September, an agreement banning relations between Ahmedabad and Guangzhou was signed. Gujarat and Guangdong had become sister provinces.

Contracts for twin cities remain in effect for a period of five years, unless one of the parties informs the other party in writing of its intention to terminate the contract at least three months in advance. Faced with our government`s new understanding of the role that twin-city relationships can play in presenting urban projects in India, Sifra Lentin, Gateway House`s Mumbai History Fellow, prepared a special report on the role and understanding of twin cities. However, it was made clear that the denunciation of the urban framework agreement would not hinder the conclusion of projects already under way. Subsequently, the parties will have the freedom to conclude a new agreement for a new five-year period through a friendly consultation. These recommendations are based on three very practical models that show not only the flexibility of partner city agreements in general, but also how bilateral paradiplomacy at the city level can be adapted to the objectives of each partner city.
